ACHP/CEQ Guidance for Integrating NEPA and Section 106
The Federal environmental review processes under Section 106 of the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA) encourage coordination and integration of the two processes. To support efficient planning, the Advisory Council on Historic Preservation (ACHP) and Council on Environmental Quality (CEQ) developed new guidance entitled “NEPA and NHPA: A Handbook for Integrating NEPA and Section 106.” This new handbook explains the relationship between Section 106 and NEPA, strategies on how to coordinate the processes, and the Section 106 substitution process.
Substitution authorizes agencies to use the procedures and documentation required for an Environmental Assessment or Environmental Impact Statement (EIS) to comply with Section 106 in lieu of the procedures in Title 36CFR 800.3 through 800.6. The National Park Service (NPS) is a leader in use of the substitution process. The National Association of Environmental Professionals (NAEP) Education Committee, with support from the NAEP NEPA Practice, has developed an informative webinar to help NEPA and Cultural Resources professionals understand the key provisions of the CEQ/ACHP Handbook, coordinating NEPA and Section 106, the substitution process, and best practices. The intent of the webinar is to acquaint environmental professionals with the CEQ/ACHP Handbook, understand the principles of coordination and substitution through case studies, and learn best practices from a practitioner’s
perspective.
